you I told him to rectify the mistake. Be again selected the wrong paper and I had to search for it myself. Mr. Bullin should have had no difficulty in finding it, as it was dated not 6 week back.

I had occasion in my first letter to point out how carelessly the Registers of Births and Deaths were kept. In December I find Mr. Bullin making some typical errors. Be sends me in a copy of an entry in the death Register. I find the name of the deceased incorrectly copied; the explanation is that the German Consul wrote the name differently when he applied for the copy. The name of the ship on which the man died was also copied incor- rectly. It was given in the Magistrate's Burial Order as Lanschan or Lanschau, it was not clear which Mr. Bullin ought to have re- ferred the entry back to the Magistrate. He did not do so and in copying it wrote Lanschyn which was unmistakeably wrong.

When I came back from leave in 1908 the Fine Arts Copyright Register could not be found. Mr. Bullin had never heard of it, I found it in the vault, for which Mr. Bullin is responsible returned it to him, and it is again missing and cannot be found.

I have again to report that the Stationery Stock Book

is not kept up to date. On the 8th. December Mr. Ball reported to

me that the Chinese Sationery of which a great deal is used in this office, was not entered in the Book.

I find in a note of mine dated the 27th. October:- "There is no title on this (register) to shew what documents "these are

there's no year entered at the top of the page". This completes the list of those First Clerk's fail- ings of which I have kept note since the 19th. October, and justifies I submit, my view that Mr. Bullin is unfit for the post.

This morning I find the first has altered an audit number of

a market stall receipt as the best method of correcting a mistake of the shrofl's.
